Driving licences to carry new security features
LAHORE, Sept 5: After finding poor quality and security breaches in local as well as international driving licences, the City Traffic Police are now in the process of introducing new licences with embossed writing, high quality photo, fresh entry of Pakistani flag and map and new security features in a month or so.
A bidding process (after the open tender was advertised in a section of press a few days ago) to the effect was initiated on Thursday in which three parties participated, but the traffic police authorities rejected the bids with certain objections and initiated new tender process.
According to CTP estimates, up to 500 licences are issued daily out of which 300 are prepared against fresh applications and 200 against renewal and duplication applications.
The Punjab government allocates up to Rs9 million for multiple expenses under driving licence category.
A source in the licencing wing confided to Dawn that misuse of recently issued driving licences was common as corrupt officials managed to misuse specific numbers of licences of deceased people and expired licences.
He said people also used to get driving licences in back dates in case of traffic emergencies and job requirements.
Chief Traffic Officer Captain (retired) Sohail Chauhdry told this reporter that the new national driving licence would have laser embossed printing and new features like Pakistani flag, Minar-i-Pakistan and Lahore Fort besides CTO logo. Security features would include water marks and bar code, he added.
He said the international driving permit would include logos of Pakistan flag, Minar-i-Pakistan, Lahore Fort, Pakistan government and country map.
The CTO said after the biding process, the winning company would start printing new licences by using a laser printer worth approximately Rs7 million.
He said Lahore Traffic Police would take the lead in rest of the country in issuing licences with laser printing technology.
He said the technology recently being used by Kamera Craft Company was of manual printing which cost the government Rs73 per licence, adding the company was among other bidders for laser technology.
Chauhdry said the company would provide all printing material, laser machine and other stuff and licences would be issued under police supervision.
He said police were facing heavy burden of new licences in current year after manual book licences were going to expire by December 2013 and the federal government had already banned manual licences.

Inspector General of Police Punjab, Khan Baig, expressed these views while talking to a 25-member delegation of under-training ASPs of 40th batch at the Central Police Office today. Five women police officers were also among the delegation comprising under-training officers belonging to various provinces of the country.
 
The delegation was headed by SSP (Commander Course) Tayyab Hafeez Cheema. Additional-IG Punjab Sarmad Saeed Khan, Additional-IG (CTD) Nasir Khan Durrani, Additional-IG (Special Branch) Ahmed Raza Tahir, Additional-IG (Investigations) Muhammad Amlish, Additional-IG (PHP) Sohail Khan, DIG Training Punjab Tariq Masood Yasin, DIG (Establishment) Amjad Javed Saleemi, AIG (Admin and Security) Sajjad Hassan Khan Manj, and Provincial Minister for environmental protection Col (retd) Shuja Khanzada were also present on this occasion besides others.
 
 
The IGP Punjab urged the officers to move into the field with the spirit of dedication, and dutiful in order to serve the humanity. The IGP also asked the officers not to compromise on merit and never accept pressure at any cost during their service.
 
The IGP responded to the officers’ questions in-detail regarding terrorism, criminal justice system, investigation methods, police training and Police Rules 2002. The IGP also gave detailed answers to the questions of under-training officers about the posting tenure of officers from the rank of SHO to the IGP.
 
The operational heads of all the departments gave briefing to the delegation about the working of various sections. The delegation later presented a souvenir to the IGP.

CM seeks strategy to curb extortion
LAHORE, Sept 4: The chief minister has sought a comprehensive strategy for eliminating extortion in the province, following some recent reports in this connection.
“The extortionists should be dealt with an iron hand and an effective strategy should be evolved for addressing the complaints being reported from some towns,” Shahbaz Sharif told a meeting held here on Wednesday, a press release said.
The meeting was attended by Railway Minister Khwaja Saad Rafique, provincial ministers Rana Sanaullah Khan, Col (retired) Shuja Khanzada, chief secretary, home secretary, IG, CCPO and DIGs of operations and investigation wings of Lahore police.
The chief minister said although the menace of extortion was negligible in Punjab, the evil should be nipped in the bud.
Directing computerisation of all police stations at the earliest, he also sought an effective strategy for controlling street crimes and deputing additional force in areas with high crime rate, with senior officers patrolling there. He also sought policy to curb illegal weapons in the province in the next meeting.
Earlier, the chief secretary, the home secretary and the IG gave detailed briefings to the CM on law and order situation in the province. The meeting was told that 150 police stations had been computerised while the remaining were under the process.
The Lahore CCPO claimed that 12 members of five gangs involved in extortion had been arrested, while no money had been paid in any incident.
