501 detained for using illegal LPG cylinders
LAHORE, May 27: Police have taken into custody over 501 people, including drivers and traders, and registered as many cases against them for using illegal LPG cylinders in vehicles, decanting of LPG, selling/transporting petrol in open and filling CNG in LPG cylinders or vice versa in the last two days’ crackdown.
At least 244 cases have been registered against illegal petrol sale in the open while 257 cases against LPG-related violations.
The crackdown was ordered by the acting provincial police chief following killings of 14 schoolchildren and a teacher in a van fire in Gujrat.
Police teams raided markets, bazaars, Lorry Adda, wagon stands and filling stations to check the illegalities, got shops closed and impounded vehicles.
Cases have been registered under Sections 285 (negligent conduct with respect to fire or combustible matter) and 286 (negligent conduct with respect to explosive substance) of the PPC on behalf of the state.
Chief Traffic officer Captain Sohail Chaudhry (retired) told Dawn that traffic wardens had got registered at least 125 cases against violators.
He said wardens acted against selling of petrol on footpath, people carrying petrol in canes and vehicles using CNG gas in amended LPG cylinders.
The CTO said that wardens, in association with the local police, also checked commercial vehicles at Lorry Adda and wagon stands across the city and impounded 78 wagons which carried both CNG and LPG cylinders.
DIG (Operations) Jawad Ahmad Dogar said that police teams only checked the sale of petrol in the open market and decanting of LPG without licenses.
He said all SHOs had been strictly directed to get clearance from such illegal practices from their areas and take steps against the use of LPG in vehicles in association with Vehicle Fitness Inspectors.
He said police would not spare those CNG stations which were found involved in gas hoarding.

Vehicles fitness to be ensured

LAHORE, May 26: The Punjab police were directed on Sunday to launch crackdown against illegal use of LPG cylinders in vehicles, besides illegal gas decanting, sale of loose petrol and fuel cans in vehicles.
 
The direction was issued in the wake of Gujrat fire tragedy in which 14 children died because of faulty fuel system in the school van on last Saturday.
 
According to a directive issued to all district police officers by the provincial police chief, traffic police have been directed to strictly check cans fitted in vehicles instead of regular fuel tanks. The police have also been directed to act against illegal filling stations and decanting.
 
Meanwhile, the Lahore police as well as the city traffic police were ordered to check sale of loose petrol in the markets.
 
According to a handout, DIG (Operations) Jawad Ahmad Dogar has directed all officers to coordinate with the vehicle fitness inspectors to stop illegal use of LPG cylinders in vehicles in their respective areas.
 
The DIG said police would be bound to act as per law if anybody was found involved in such unlawful activities.

RAWALPINDI: Following the tragedy in Gujrat in which 14 school children and their teacher were burnt to death when their van caught fire (due to a spark in a petrol container), the police on Sunday launched a crackdown on public transport to inspect fitness of vehicles and ensure no petrol containers were present.
 
Another large scale crackdown, involving the Regional Transport Authority (RTA) which checks route violations and fitness of public transport and the district co-ordination officer (DCO), will be launched on Monday.
 
When contacted, City Police Officer Abdul Razzaq Cheema said the police on Sunday launched a crackdown for two hours (6pm to 8pm) against the public transporters.
 
They checked for petrol containers and whether the public transport was technically fit or not.
 
The CPO said the police, along with the RTA and DCO, would launch another crackdown on Monday to verify registration papers, registration plates, route permits and over-loading.
 
“If anybody is found violating the law, his vehicle would be impounded and a case will be registered,” the CPO said.
 
He said the inspector general of police had taken notice of the Gujrat tragedy and directed the police to launch a crackdown in the city. According to police reports, the fire seemed to have started when the driver tried to convert the dual-fuel vehicle from natural gas to gasoline.
 
The CPO urged transporters to get their vehicles’ fitness certificates before putting their vehicle on the road, as damaged vehicles would not be allowed to ply the roads. —Mohammad Asghar

LAHORE, May 24: Investigation police claim to have arrested a gang involved in kidnap of a second-year student from Chuhng area, and recovered the victim.
 
The police also arrested a gang including two women who had kidnapped a student from Muslim Town area for Rs3 million ransom and later killed him.
 
DIG Investigation Chaudhry Zulfiqar Hameed told the media at Qila Gujjar Singh on Friday that FSc student Hamza Afzal was kidnapped from EME Society on May 21 when he was returning home from his friend’s place at Bahria Town.
 
He said Shahbaz, Arshad, Wakeel and Zakaullah took Hamza to a far-off place and demanded Rs2 million ransom from his father, Dr Muhammad Afzal. A deal was finalised with the kidnappers who freed Hamza after getting Rs1 million.
 
A police team under the supervision of CIA SP Khalid Masood managed to arrest Shahbaz, Arshad and Wakeel and recovered ransom money as well as the car and weapon used in the crime.
 
Raids were being conducted for the arrest of their accomplice, Zakaullah.
 
As for the second incident, Zulfiqar Hameed said Waseem had kidnapped second-year student Irfan Akbar for ransom from Muslim Town with the help of a woman, Alia Bibi. They took Irfan to a rented room in Muslim Town area and chopped off his head with a hammer.
 
The investigation police used modern methods and traced the gang through the telephone calls made by them. During interrogation, they confessed their crime.
 
Answering a question about the escape of a murder accused from Mayo Hospital, Zulfiqar Hameed said action had already been taken against the police officials who showed negligence and a detailed inquiry was being conducted and strict departmental action taken against the officials.

Punjab Highway Patrol (PHP) has arrested dacoits and recovered Rs 5 million in cash from them.
PHP Post of Bagga Shair, Muzzafar Garh, received information that four persons had robbed Ali Raza, the manager of Bank of Punjab, Sanawan, when he was on his way with Rs 5 million to the bank with a guard from Kot Addu. The robbers snatched the weapon from the guard and then took away the cash.
PHP set up a roadblock while the local police also reached the spot. All the culprits were arrested while going in a vehicle with the cash and pistol 30 bore.
Meanwhile, PHP seized a Kalashnikov with 30 bullets from one Haq Nawaz of Hafiz Abad, a pistol with five bullets from Azhar Ali and Ghulam Raza of Muridke and 30-littre liquor from Tajammal Hussain of Sahiwal. The PHP also reunited two lost children, Zain, 7 and Rashid Ali, 10, with their families.

The police officers who put their lives at stake while fighting against the criminals are in fact an asset of the police department. The entire police force salutes the services of officers like DSP Muhammad Nawaz who laid down his life in the line of duty while fighting against the criminals in Chiniot district today.
Inspector General of Police (IGP) Punjab, Aftab Sultan expressed these views while paying rich tributes to martyred DSP died in Chenab Nagar today.
The police launched the operation against the bank robbery after the armed bandits stormed the Punjab Cooperative Bank near Lorry Adda in Laliyan area. The police responded quickly and foiled the robbery attempt.
During the crossfire, DSP Chenab Nagar Circle, Muhammad Nawaz, was martyred. He was rushed to the Fazal Omar hospital where he died later. The district Chiniot police set an example of bravery and courage. One of the robbers was also killed during the encounter. The police also foiled the robbery attempt successfully and saved the bank from a financial loss.
Meanwhile, the funeral prayer of DSP Muhammad Nawaz was offered in the Police Lines district Chiniot. RPO Faisalabad, Javed Islam, DPO Ghulam Mubashir Makan and a number of senior police officers also attended the funeral prayer.

Robbers' gang busted
 
LAHORE, May 21: Model Town CIA police claim to have busted a gang of robbers and recovered Rs1 million in cash and gold ornaments besides illegal weapons from their possession.
 
Model Town CIA DSP Anwar Saeed Kingra said the robbers had shot dead a young citizen, Sheikh Kashif, and injured his brother, Umar, during a house robbery in Sabzazar a couple of years ago.
 
He said the criminals were identified as ringleader Shahid Khan, Jabran Ali, Amir Rafi and Ashraf.
 
Lahore DIG (Investigation) Zulfiqar Hameed had constituted a police team, headed by the Model Town CIA DSP, which conducted raids and arrested the criminals.
 
During interrogation, the criminals confessed to 15 incidents of crime.
 
The DIG announced a commendatory certificate for the police officials who busted the gang. — Staff Reporter

RAWALPINDI: Traffic wardens have been directed to take stern action against youngsters found indulged in performing wheelies and rash driving.
 
Rawalpindi Chief Traffic Officer (CTO) Syed Ishtiaq Hussain Shah said that the CTP had launched a special drive against wheelers and violators would be put behind bars.
 
Syed Ishtiaq Hussain Shah said that stern action was being taken against wheelers, as the activity was strictly banned in the city. Special operations would be conducted to curb the activity and traffic officers, including deputy superintendents of police (DSP), sector in-charges, beat in-charges and traffic wardens, especially those performing point duties on roads and squares, had been directed that no relaxation should be given to anyone, while cases should also be registered against the violators under Section 99/A.
 
The youngsters found indulged in performing wheelies and rash driving would be booked, he added. The CTO said the activity was being checked by special squads of traffic officials deputed on city roads, and that special arrangements had also been made to check the activity.
 
He informed that the city roads, especially the attractive areas for the activity, would be covered effectively.
 
He said the motorcycles and vehicles of the rules’ violators would be impounded during a special campaign.
 
The SP informed that traffic police officers had been directed to keep a vigilant eye on one-wheelers so that action in accordance with the law could be taken against them. app

Lahore - Caretaker Punjab Chief Minister Najam Sethi said on Monday that law and order maintenance and crime control was the police’s prime responsibility at a high level meeting at the Chief Minister’s Secretariat.
 
Provincial Home Minister Tariq Pervaiz, Punjab chief secretary, planning and development chairman, Punjab police inspector general, home, finance, excise and taxation secretaries, chief minister’s principal secretary and other concerned official attended the meeting.
 
Sethi said that the police should perform its duties with dedication and that peaceful conditions were necessary for promoting foreign investment and economic activities.
 
He said that modern technology could help the police’s capacity building, adding that many developed countries have controlled crime through modern technology. He said that the proposed project of installation of CCTV cameras required long-term planning and the police will have to proceed under a phased programme to benefit from technology.
 
The chief minister also expressed satisfaction at the security arrangements during elections.
 
He sought a report about numbers and performance of CCTV cameras already installed in the city, maintaining that improving surveillance systems can help pre-empt crime.
 
The meeting also reviewed the province’s law and order situation and a briefing was given about the proposed CCTV project which would be launched in five major cities of the province.

Constable BS-05
 A constable is recruited by the Special Board headed by a Deputy Inspector General of Police as Chairman, along with two Superintendents of Police who act as Members and Secretary of the Board, respectively.

   Recruitment for Constables at the district level is done through a competitive examination held by the Selection Board indicated. Besides the performance in the written examination; the respective Boards determine the suitability of the candidates for a job in the Police Department. Following the footsteps of the Federal and Provincial Public Service Commissions, the practice of employing the services of psychologists to determine the suitability of candidates is likely to be replicated at Constable level in near future.

   In order to overcome the scarcity of manpower the Government of the Punjab earmarked a quota of 6000 Constables to be recruited Province wide every year, for the next five years. This number is divided /  allocated to the districts according to their size, crime, need of the districts, other Police Units. A portion is also earmarked for other units including Punjab Constabulary, Motor Transport Wing (Drivers) and Telecommunication Wings (Wireless Operators) etc.

   Physical fitness, physical measurement and educational qualification (matriculation) are the prerequisites according to the prescribed standard. Though Punjab Police is an equal opportunity of employer, but a 5% quota stand earmarked for women candidates and minorities to encourage their recruitment in the Police Department. This is done with an explicit intent to make the Police as representative of the community as possible. Care is also taken to formulate questions that test breadth of knowledge of the candidates rather than their ability to cram. Written test comprises of section of English and Urdu (language) and General Knowledge.
